This is ambiguous, since the Winter Games are not always held every four years. There have been three exceptions to the schedule so far. If this rule had been in effect from 1992-1998, it would have required that there be no constitutional amendments during that period. The 1994 Congress would not have been able to consider amendments since they would have been considered in 1992 and may be considered only every four years, and the 1996 congress would not have been able to consider amendments since it was not held in the same year as the Olympic Winter Games. If the rule had been in effect in 1936-1948, it would have prevented consideration of constitutional amendments during that period, since no games were held in 1940 or 1944.
