Unfortunately, it does not meet our needs at the present time. We usually find that articles aimed at beginning programmers should be written in a tutorial style. They should present a few essential features in the context of a particular problem to be solved. your article is structured more like a reference manual, with all the command-line options together, then all the character escape codes, and so on, without any regard to what is easy or difficult, and without any regard to what is actually useful. We have not found this to be an effective style in the past. Your article is titled 'Learn Perl in One Hour'. Even if this were possible, your article is much too long to be read and understood in only one hour. It appears that large sections of your article are copied verbatim from the Perl manuals, without attribution. This is a problem for two reasons. First, the manuals are already available on our web site. And second, it is intellectually dishonest to present someone else's work as your own. Under some circumstances, we could be sued for it. It is very important to give proper attribution when you incorporate material that you did not write yourself. If you submit another article, please discuss it with one of us first and send an outline before writing the whole thing. Also, future submissions should be in POD format, not HTML.
