[ID 20000112.003] CPAN recommends upgrade of Devel::Peek when it shouldn't

This is a bug report for perl from dcd@tc.fluke.com,
generated with the help of perlbug 1.27 running under perl 5.00563.

-----------------------------------------------------------------
[Please enter your report here]

the documentation for the module CPAN (man CPAN) suggests that:
  ... you could list all modules that need updating:
             perl -e 'use CPAN; CPAN::Shell->r;'

When I run just that it suggests that the version I have
installed may be out of date (since the latest has
a greater version number what I have installed)

Package namespace installed latest in CPAN file
Devel::Peek               0.95      0.96  ILYAZ/modules/Devel-Peek-0.96.tar.gz

Since it is 'known' (it took me a while to learn this, of course)
that the CPAN Devel::Peek should not be installed over the
CORE Devel::Peek, is there a way to build this knowledge into
 CPAN::Shell->r.
